Introduction

Toys should entertain and educate children; however, poorly designed and constructed toys can cause injury and even death. According to the most recent data from the Consumer Product Safety Commission (CPSC), at least 13 children, none older than 12 years old, died in 2002 playing with toys. Moreover, of the estimated 212,400 persons treated in hospital emergency rooms in 2002 for toy related injuries, more than 72,000 (34%) were less than five years old (i).

Since 1986, NYPIRG has conducted toy safety research and education projects to help parents avoid such tragic and preventable deaths. NYPIRG also has lobbied the CPSC, state legislatures and Congress to protect children from death and injury due to unsafe toys (ii). NYPIRG's advocacy has focused on the leading cause of toy deaths: choking. Since 1990, at least 140 children choked to death on toys and children’s products.
