Route 22 Expansion
Route 22 Expansion The New York State Department of
Transportation (NYSDOT) is proposing expanding a three-mile section
of Route 22, within the Town of Southeast, Putnam County. The expansion
will start just south of Sodom Road/Old Milltown Road/Route 22 intersection
and extend to Doansburg Road.
Portions of the existing Route 22 roadway border the
Bog Brook and the East Branch Reservoirs, both part of the Croton Watershed.
The East Branch Reservoir and the East Branch of the Croton River are
both classified as being within a phosphorous restricted basin by the
New York Department of Environmental Protection (DEP). The East Branch
and Bog Brook Reservoirs then flow via the east Branch of the Croton
River into another phosphorous restricted basin, the Diverting Reservoir.
The Croton Watershed presently provides about 10%,
and in drought conditions up to 30%, of the drinking water supply for
New York City. It may play a larger role in the delivery of water to
over 9.5 million New Yorkers if the Delaware aqueduct is shutdown for
repair of the extensive 10-year old leaks.
The proposed plan in its present form will adversely
impact water quality. The DOT should have substantial evidence that
all non-construction alternatives have been found to be ineffective.
We believe the DOT has not provided reasons for dismissing the effectiveness
of all non-construction alternatives. However, if there are demonstrable
construction needs, then they should be as minimal as possible to ensure
protection of this important water supply while addressing driving safety.
In other words, a low-impact alternative needs to be considered and,
again, only when it is proven that a non-construction alternative will
not be effective.
