ANALYSIS OF "REAL TUITION" COSTS AT SUNY: 1995-2002

The following analysis examines the increasing cost of public higher education in New York State. NYPIRG’s analysis shows that "real tuition" costs, those costs combining tuition and college fees, have increased significantly at the State University of New York (SUNY). Despite the fact that SUNY tuition has not increased since 1995, college students have been paying more as a result of these annual fee increases.

Since 1995, when tuition at SUNY has remained level, college fees at 24 SUNY four-year, undergraduate institutions have increased by an average of roughly 13-percent annually, or $79.33. In 1995, SUNY students paid an average of $435.39 in fees, while in 2002, students paid an average of $990.67. The result is almost a 128-percent increase in fees since 1995.

Students enrolled at the state’s four university centers (Albany, Binghamton, Buffalo and Stony Brook) have been hit considerably harder. On average, full-time undergraduate university center students paid $1,260.87 in fees in 2002, a $728.45 or close to a 137-percent increase since 1995, when students paid $532.42. Students at university centers have seen an average yearly increase of $104.06.

Methodology

In compiling the fee analysis, NYPIRG used annual full-time undergraduate enrollment figures for 24 SUNY four-year colleges and university centers between 1995 and 2002. The enrollment figures were obtained from the Office of Higher Education Research and Information Systems, New York State Department of Education.

The 24 SUNY four-year institutions were chosen from The Annual Survey of Colleges of the College Board, 2002-2003. The College Board analysis omitted the following four-year institutions: Fashion Institute of Technology; New York State College of Ceramics at Alfred University; United States Merchant Marine Academy.

The yearly fee amounts per campus for 2001-2002 were provided by The Annual Survey of Colleges of the College Board, 2002-2003. Yearly fee amounts per campus for 1995-2000 were provided by the College Board: www.collegeboard.com, (212) 713-8000.

The analysis considers full-time undergraduate enrollment and mandatory fees for each academic year from 1995­2002. Enrollment figures for each campus were multiplied by the required campus fees to yield the total amount in fees paid to each campus for that academic year. The enrollment figures for the 24 campuses were added together to determine the total amount of full-time undergraduate students for each academic year. That number was then divided into the total amount of fees collected by the 24 institutions each academic year, yielding the average amount in fees paid by full-time undergraduate students enrolled in a four-year SUNY institution.
