NYPIRG’s STATE BUDGET PLATFORM

1. Reject the Governor's Tuition Assistance Program (TAP) proposal:
     a. Eliminate two-thirds cap on students' awards.
     b. Restore $155 million to TAP.

2. Restore "bare bones" budget cuts to opportunity programs.

3. Restore "bare bones" budget cuts to childcare.

4. Increase state spending for community colleges.

5. Increase base funding for CUNY and SUNY.

6. Increase funding for full-time faculty.

7. Increase funding for Bundy Aid.

8. Strengthen Graduate TAP:
     a. Increase funding for Graduate TAP to $3,000.
     b. Raise the income eligibility ceiling from $20,000.

9. Strengthen Undergraduate TAP:
     a. Ensure that the minimum award level increases to $500 from $425 as scheduled.
     b. Maintain maximum awards at current level of $5000.
     c. Eliminate the TAP "upper cut."
     d. Expand part-time TAP to include SUNY and private colleges.

10. Hold the line on tuition.
