The project calls for 143 single-family homes and 237,000
square feet of commercial space to be built on a very sensitive site
in the Middle Branch Reservoir watershed. The environmental impact review
for the project was completed in 1994, before the adoption of the Watershed
Regulations, and in a regulatory climate much less stringent than today's.
The project has also been granted one of the three Pilot Phosphorus
Offset Program permits that allows it to construct a wastewater treatment
plant in an area where such facilities are otherwise prohibited. As
a result, an additional 68,000 gallons of wastewater will flow into
the Middle Branch Reservoir every day.
