Cider Mill Development
Recently NYPIRG submitted comments to the Town of New
Castle on the Draft Scoping Document for the Cider Mill Plaza Retail
Development. The development involves the construction of a proposed
41,324 square-foot supermarket, with a 31,103 square foot footprint,
with 200 parking spaces located on a 6.53-acre parcel located on Old
Route 22. The Cider Mill Plaza project site is located within the Kensico
basin of the New York City Watershed.
Since there is a direct correlation between increased
impervious surfaces and contamination of nearby waterways from storm
runoff, this project has the potential to negatively impact the Kensico
Reservoir and its tributaries. Increased vehicular traffic within the
New York City watershed is host to numerous environmental impacts and,
as such, is cause for grave concern. NYPIRG encouraged the DEIS to discuss
in detail the amount of impervious surfaces that are to be constructed
and what amount of impervious surface is to be constructed within the
New York City watershed. There should also be a detailed discussion
of the Best management Practices to mitigate impacts of non-point source
pollution during construction as well as post construction.
NYPIRG also called for an in-depth description of all
of the underlying soils and soil conditions and their ability to handle
drainage. Accurate identification of all steep slopes and the degree
of development proposed for those areas should be included as well as
a broad, detailed description of the proposed Best Management Practices
that are to be implemented. NYPIRG will see that these considerations
are made before the development proceeds.
