The proposal
by the developer, National Realty and Development Corporation, called
for the construction of a 418,000 square foot mall on 94 acres in the
Towns of Kent and Patterson. Located within the Croton Watershed, this
site drains to both the Middle Branch and Diverting Reservoirs. In what
seemed to be a victory against plans to build a mega-mall in the heart
of the Croton Watershed, the let expire its options to purchase 94 acres
in the Towns of Kent and Patterson. NYPIRG, the New York State Attorney
General Watershed Inspector General, and other environmental groups
uniformly opposed the planned development on the grounds that construction
would have converted nearly 94 acres of hilly woodlands and wetlands
to 80 acres of paved parking lot and rooftops, while adding significantly
to traffic flows in the region. The developer let expire its options
to purchase the property stating that the fierce opposition was the
primary factor in the company's decision to abandon its plans.
Unfortunately,
a new developer recently has resurrected the abandoned project; however,
it has yet to enter the environmental review stage.
