HAVA: Coalition AdvocacyMedia work, forums, testimony, group letters and white papers are some of the strategies used by The Citizen’s Coalition on HAVA Implementation and Citywide Coalition for Voter Participation to protect New Yorker’s voting rights during the debate over passage of the Help America Vote Act and throughout the implementation process. The Citywide Coalition undertook early advocacy work. The Citizen’s Coalition subsequently formed and has taken the primary role for the advocacy community during the implementation process. Click on a topic below for additional information and materials: I. National Advocacy. This primarily covers Coalition activities during the debate in Congress and is primarily concerned with the Act’s regressive voter identification provisions. II. State Implementation Task Force Advocacy. While New York’s HAVA Task Force process was deeply flawed, our groups decided to fully engage in the process. Coalition advocacy covers initial overtures to the Task Force for inclusiveness; critiques of the Task Force’s composition and process; briefing papers and fact sheets distributed to Task Force members and comments on the task force’s report. III. Legislative Advocacy. The state legislature has the ultimate authority to implement HAVA’s provisions. With the Task Force process now complete, Coalition activity is increasingly focused in this area. IV. Public Advocacy/Miscellaneous. Sample Coalition activities have included a group tour of voting machines; a forum on HAVA implementation in NY State and the status of new machines; and a Coalition Statement of Principles on New Voting Machines.
