REFORM NEW YORK A series of proposals to boost the public accountability of New York State Government Criticism of the way New York State operates is widespread. Major newspapers have delivered harsh opinions such as the recent Buffalo News editorial that stated "This is a state government that cannot, it seems, do anything right. It negotiates in secret, then overspends. It is an embarrassment." Some have seemed to speak for an increasingly cynical and despairing public. The New York Times stated "The problems with New York's State Legislature are so entrenched, so embedded in the structure and tradition of Albany that most New Yorkers believe nothing can ever change." Undeterred, reformers are busy outlining proposals to strengthen New York's democracy and to provide a vision of a more responsive, open and accountable government. In a series of papers entitled, Reform New York, some of the state's leading civic organizations has spelled out their plans. These series of proposals offer a roadmap to reform and should provide
the necessary information for New Yorkers looking for ideas to advocate
to their elected officials.
